Should Heligoland Be Listed In German States?

Thanks! Everyone for your input on the Scotts Cat. organization of the German/Italian states of Scott.
It was unanimous in favor of grouping the states in front of their respective countries.

But here is the the issue:

Heligoland in the German Michel is listed with the other German states, so they should know.

Lombardy & Venetia was an autonomous Kingdom within the Austro-Hungarian Empire and had it's own currency and postage system. After 1859 Venetia was lost to Sardinia and later issues should be listed as Lombardy since that's all that was left.
Other places in Europe that had equal status with L&V, like Poland & Finland both autonomous countries within the Russian Empire and those issues are not found in the BOB of Russia like L&V is in Austria.

Remember this is in regards as to how Scott's Catalogue is organized.

And while we're at it: move Danzig to Germany as well, and put Cape of Good Hope, Transvaal, Oranje Vrijstaat, Natal in front of South Africa.
I also do not understand why Réunion is listed under France and Guadeloupe, Martinique etc not. They are all French overseas departments... The official status of St. Pierre et Miquelon and Mayotte and New Caledonia is a bit different, but still... they could also be listed under France. More logical however would be to list Réunion under 'R'.
