I always wonder why this type of card is printed, and who would buy it.
It might be an interesting novelty to a collector, but if someone on vacation were to actually send me a card like this, I would be kind of disappointed.
To me this is as bad as "?? city after dark". Where it's just a black postcard. How boring!

Ever been to Cobalt, Ontario? It's very small. Less than 500 people, to-day. It was once a booming silver mining town.

My guess is that it;s a simple, local postcard.
