I would love for you to share any "US Uncle Sam" stamps if you have any. The ones where it has Uncle Sam pointing and it says "We Want You" would be great to see,also!

I'm also hopping some one can shed some light on what's going on with these perf's.......I have found more with the ragged perf then I have with the smooth cut.

nr-notrare - I would tend to think that its a bad die cutter.
I have seen this before when I worked in a print shop
that did die cutting. (think chines / pizza deliver menu door hanger)
The blade starts to wear out and gives the rough cut.
