US 301 Philippines Overprinted, And O.b. Overprint

Hope this is the right category for this post.

I just got some Philippines overprints. One of them is on #301. It has the Philippines overprint and the O.B. overprint in blue.

My question is why is the stamp not listed in Scott specialized. Scot makes the statement that the 1902-1906 issue was overpeinted with the O.B., but does not list the stamp. Other overprints with the O.B. are listed and some illustrated.

The stamp is of no real value other that perhaps a couple of bucks. I was just curious.

Scott only lists the overprints that were made by the post office. Individual government officials/departments were permitted to make their own overprints (in fact, that's how it originally started before the process was centralized). These self-produced overprints are NOT listed in Scott, and the overprint style can vary considerably.

As always, Encyclopedia Kim to the rescue. I truly believe you have more stamp info stuffed into your brain than I have pizza stuffed into my gut - and that's saying something!
