Is This 1911 Stamp German Or Dutch? Please Help

Hello everyone,iam new to the forum here.i have had this stamp for about 20 years.i was hoping that someone else here would have some information on it and what the value could be.is it rare or common?.it reads from the top(DEUTSCHER WECHSEL STEMPEL)and in the center (M.O,20) and the bottom(VON MEHR ALS 200 BIS 400 MARK)and is dated OCTOBER,31,1911.i have searched the web for a while about this stamp and never have gotten close to any info in English.sorry about the pic the flash was off.thanks for reading

Hi Patrick,
Welcome to the forum. Go and introduce yourself in the Forum at the top of the opening page.

This 'stamp' is a revenue, German, Exchange or receipt stamp. Common [at least I have seen quite a few in my travels].
This one is not worth a dime due to the condition.
My advice would be look around for a better copy.

Patrick, don't let words such as DEUTSCHER, DEUTSCHE, or DEUTSCHES
fool you into thinking the stamps are Dutch. Dutch stamps stamps will
say NEDERLAND.

It's because people mistook DEUTSCHE for Dutch, that we have what
are known as the 'Pennsylvania Dutch' -- the German Amish that
settled in and around Lancaster County PA.
