I agree, but it seems impossible.
Every time we come close, there is a setback.

I will give it one last shot.
This is what we have now, having read the whole thread 4,278 times.

1]. Entities that have issued stamps past or present
2]. Those stamps must have been used to send internationally to at least two other countries. [Not sure how the 'two' came about but no matter]
3]. Can be recognized or not by the UN. [UPU not relevant]
4]. Not necessarily listed in Postage Stamp catalogues, but can be.
5]. Entities for this discussion/list to mean those that are not, nor have ever been, a Country,Nation,State,Principality,Independent Island etc.

Just one more question before I lose the last of my hair.
What about Private,Independent,Official,Semi-Official, etc. Airline and Shipping companies??????

Are we getting nearer ?

Private local posts can be broken into 3 groups,
1) Business Local post; non government, a company, corporation, partnership and the like, that offers an actual postal service whether that be carrying letter or parcels, they can be subcontracted to a government to carry mails/parcels.

2) Institutional local post: schools, colleges, libraries, zoo's, (government run or not) civic organizations (chamber of commerce), to name a few.

3) Personal local post; posts operated by a single individual subdivided into 3 sub groups

A) Personal Business; operates like the business post above
B) Collector post, creates stamps principally with themes.
C) Artist Post, creates stamps with their orginal art work.

How about telegraph stamps?, they work the same way as traditional postage and many nations their stamps could be used for both.

I don't think we are talking about Local Posts here.
This is one thing we have been trying to avoid all along.

Besides, we have local posts elsewhere.

Londonbus1....I think we do anyway !

Ah!1 I see where you got it from. I think you read my sentence too quickly. Shipping and Airline companies used for Mailing not other private posts. I do not know if there are any, I mean I have not checked. Maybe there are.

When I read the mention of the ICJ the stamps from the Council of Europe come to mind-- valid only issued in that office and only when the Council is in session (plenty of fraudulent councils!) They are issued by the French postal service; I guess now I have to read up more on these! And as far as locals are concerned, the netherlands have several local postal systems whith plenty of (windmill) stamps - only used in the Holland.

Locals are not included in this 'list'.
The stamps must have seen international use to at least two other nations.
And I think that means nations not entities.
So a letter from the ICJ to the OMOM would not count !! [Heaven forbid]

Seeing a tiny bit of life left in the horse, I'm going to kick it again.

The reason why we needed to have two countries recognize it is to avoid the local post issue. We aren't talking about two "other" countries, because the issuer isn't a country in the first place.

Whether or not two other entities (instead of countries) could recognize the issue and place it on our list just gives me a headache. Plus, it assumes that there are two other entities that fit this list, and we've barely established that, at this point.

By all rights, this thread should stay dead, but I was looking for a past mention of the Council of Europe that I recalled, in order to post this:



jopie hinted at some mailing protocols of the Council...anyone ever check those out, or is some research in order?
