Where (in Canada) in my Scott Catalog do I find a 1 cent Bill Stamp. I figure it must be there, but I just couldn't see it.

It's not in the Scott catalogue. It is a revenue stamp. It is listed in the 2009 Edition (this is the most recent) of the Canadian Revenue Stamp Catalogue.

Catalogue no. FB37, it is an 1868 1-cent Bill Stamp from the Third Bill Issue. Value: 60-cents (Canadian).

Thanks, I will cease searching my Scott catalog. Not the most attractive stamp I've seen, but in pretty good shape.

How did the dominions and colonies get away with changing the portrait of Queen Victoria, but the motherland did not ever change?

I seem to recall that I have a clipping somewhere that dealt with some sniggers at court when some saw the queen's portraits on the Australian colonies. It may be where "she was not amused" came from.
