Funny you should says that. Yesterday while looking threw my mail almost all the postage was discounted by says 11 cents or less per letter. All these big companies get these discounts and then use the Pitney Bowes machines for that purpose. So USPS gets less money and we get less stamps for our collections. I guess its just the sign of the times.
