I think the first one SG4194 1997 Peoples Republic of China.

The second stamp is SG3565 1988 Peoples Republic of China.

I must have had the brain on idle,
I read 1997-8 thinking it was the eighth stamp of a series,

I have not seen 1997-1998 style before.

The hyphen (+) number after the year shows you which issue for the year the stamp comes from. If you check your SOTW, you'll see that this stamp comes from the 8th issue of 1997.
