Here is what I know about this..
the watermark is #12 I check it three times..
US POD 94

it is on cover, cancelled april 7, 1898

According to scott it is a U71, but I can not find a U71 scott# U311-U317 that has a #12 WMK.

The Scott catalog shows the different watermarks, but does not differentiate between them in the actual listings (not even in the US Specialized).

Watermark #12 was used from 1894-1898, so the dark green varieties (minor catalog number in the US Specialized) are likely to have that watermark. However, there was more than one watermark in use during that time period.

There are several paper types for those issues, usually distinguished by paper color. Whether there is a match between paper type and watermark, I do not know, as I do not collect that area. Someone else will have to chime in.

It's always risky to do fine color ID's from a scan with no reference scan.

All I can tell you is that is it definitely not bluish paper, and unlikely white paper.

That leaves manila, amber, amber manila...

You have probably figured out one reason why I don't collect that area.

Although there are several die varieties, this appears to be the one associated with U311, the most common.

The paper is white, though it looks to be a stained cover.

There is no 1:1 correlation between Dark Green and Watermark 12. W12 is also known with yellow-green and just plain green.

This one is ordinary green.
