Just for fun, what is the bigger and the smaller stamps issue ?

I already read something about that in a old book but I don't remember .

Any idea ?

Could US Scott 1311 be considered a single stamp? Unlike most souvenir sheets it has the design of only one single stamp on it with one denomination listed.
