I am assuming it is.
There is a similar "type" around 1991
any ideas?

I need the base stamp cat num Gibbons if possible
and and gossip on the opt
Revenue I would guess.

The original stamp was issued in 1996, and according to Scott, was overprinted possibly in 1999. In the Scott catalog, the stamp is #1185A.

I will see if I can find it in SG, but I'm not adept at using SG.

Hi rod222,

The basic stamp is listed in Scott as #1119 from a 1996 set of 6 with the note, "It has been stated that this set was not issued."

This stamp with the overprint is listed as Scott #1149 from 1998 but isn't priced mint or used in my Scott 2009.

I can't help with the SG numbers as my SOTW's latest listing for this country is from 1993.

Even at 3:30 in the morning EDT I am again too slow for k!

Nigelc is correct, in the Scott catalog it is 1149, not 1185A. I misread my catalog, sorry!

Nigel, I've been trying to avoid work...

Sorry, the online SG catalog for Congo stops at 1993.

My 2008 SG SOTW also stops listing Congo stamps as of 1993.

For the record:
the response from askphil :

Congo (People's Republic of) Scott 1149. Although listed, there is no
catalog value noted. The stamp, without overprint, is part of a set for
which Scott says there are questions as to whether the set actually was
issued for use. That is the extent of the information I could find.
