General rule of thumb... if it's on the side of the road or in a dumpster,, it's free game as in there is no right to privacy, otherwise all those private eyes would be out of work.
however some city's have local ordinances about trash picking because of safety, cleanliness, or because rich people don't like to see people picking their trash.

OMG! Rich people have trash? Who would have thought? What they do with their trash is hold silent auctions otherwise known as a garage sale...lol

If you don't like people seeing you look through their trash then go ask the business if they would keep the mail for you. Many will say OK. Make sure you get them to keep the whole envelope rather than rip off the stamps as sometimes a nice postmark or return to sender mark etc. might appear.
