A stamp club or show/meet is probably your best bet.
Most dealers that I have been to SELL post-1940 stamps at FACE VALUE! That means that they had to have bought them for LESS than face. And the ones I have talked to pretty much admit it. Which means the seller would have been better off using the stamps for franking.
One dealer I go to has them in a big box for sale to local businesses as postage. He will even give a HEALTHY discount below face to buyers that spend more than 'x' amount of dollars for franking use. He says if he doesn't sell them for less than face, businesses won't buy them because at face, it is easier to use modern stamps, rather than the work involved in adding multiple stamps together to make first class postage.
