This stamp says 1998-18 (4-3), however, in my Scott, I cannot find any reference to 1998-18.
Can someone help me id, please?

PRC #2891 (26Aug1998). Third stamp in the "Romance of the Three Kingdoms" set.

For some reason, Scott quit noting the set numbers (e.g., 1998-18) in the very early 1990s. I really don't know why, as it was quite useful in IDing stamps. You can barely see the set numbers in the pictures in Scott.
