Looks like Germany 1947 +-
I found the postage stamp like this (different amount) but not this PC

Michel makes a specific catalog for German postal stationery. I don't have it, but I need to buy one soon myself. However, you are right, the postal card is from the late 1940's. For now, check with Delcampe for like items by searching the man's name in the German postal card section. You should find the Michel # and relative value.
