2 - Specialized Countries or States
3 - General Geographical Groups
4 - General Single Countries or States (Non specialized)

My observation is that as more stamps became available over the years, people shifted their collecting interests, with everything else picking up the slack left behind by one-time and/or would-be world wide collectors. When it all gets to be too much, people naturally divide up their interests and specialize.

I know I was. I was killed when part of my accumulation stored in wall of stamp boxes weighing 50kg each toppled over and crushed me.

It's the only way to go...
