Any ideas why these postal stationery cut squares would have a Honolulu postmark with year, but no specific date?

They are called mute cancels, but not sure of their purpose.

With a rate of 1 1/2 cents, they are not first class. First class in the late thirties was 3 cents. So they are probably 2nd class or other. If I recall correctly, non first class did not get the day and date cancellation.

Why is the state name followed by the number 2?

Thanks for the comments. I should have researched my cut squares more thoroughly before posting, as I came across other 1-1/2 cent varieties that also contained a year but no day and date.

As to the numeral 2 after the State (sorry, a Territory not a State in 1938) I think it has to do with the post office (probably branch or station #2).
