Unfortunately, this is not a cover; merely a cut square of a cancellation, but found it interesting as a 1952 stampless from a U.S. Representative (Member of Congress).
You're right about the free postage for members of Congress. I think it's a preprinted envelope with his signature on it, though, and not an actual autograph. Nevertheless, it's still interesting.
Incidentally, if you web search the name and read his bio, he sounds like a controversial figure with views that would be considered racist today.
My step-father currently works at the U.S. Senate in D.C. where he handles all those free franking envelopes, stuffing them and mailing them. Occasionally, he brings a few home.
