My opinion ink skip, dirt on the plate or maybe scuffed, not an error though.

I would probably call this a freak. Though some may say it is an oddity. An error is replicated on many stamps such as putting the stamp in upside down for its second run through the printing process.

Remember printing plate flaws, such as cracks and wear are also not considered errors.

It is classified under the EFO all-encompassing name (Error Freak Oddity).

Does the US specialized Scott's list constant varieties as does the Unitrade Canada specialized?

Makes life interesting searching for these anyway, whatever they are.
