The stamp on the left is a Russian issue in gold kopecks for the Far East. The letters D.V. at the top are short for "Far East" in Russian (something like "Dalni Vostochnaya" if I recall correctly.)

In SG these are listed under "Siberia" with the Civil War period issues. I would guess they were used in the territory of the Far Eastern Republic after it rejoined Russia.

The one on the right is a Russian revenue stamp. Michel doesn't generally list revenues, but it lists this one (MiNr 1), probably because of the unique usage.

At the time (1922), Russia strictly controlled all overseas trade, include stamp exchanges among collectors. This stamp is one of a pair that were used to tax stamp exchanges.

The lines of text are the initials of the country, the taxing organization (Central Commission of the Famine Relief Fund), the word "exchange", and the tax amount.

The philatelic materials were sent to Moscow, where a tax stamp was affixed to the envelope, with the value being determined by the value of the enclosed materials.

Michel CV 1.50 for MNH.
