The text at the bottom of the 1939 stamp means social welfare.

When I translated "Pronoia Prosipikou", it said "staff welfare". I can read and write russian, and cyrillic is similar enough to greek for me to be able read it. You say "Pronoia" means "Providence", but then later say that the appearance of the same word on the original stamp means "Welfare". Contradictary information.

Not looking at periods between the Ts. But the large circular red dot located as noted in the OP.

Yes, I mentioned the second stamp image was a lift from the web (WWW). But as the margin dot is similar in size to the top center dot, I showed both. If one is picked up in a specialty catalog, both should be. So far the only answer to the red dots is the nail holding the plate (overprint mat) to a backing. That is a reasonable option but stall wanting is the answer as to if such dots are listed varieties.

No it is not. Words can have many meanings. In combination with other words the exact translation may change. Provision and welfare fund have similar meanings.

No it is not what? Now you are saying it means "welfare fund" and "provision"? Make up your mind. You have given 3 different translations for the same thing. There is only one correct translation. You don't like being wrong. You incorrectly interpretted the greek U as a Y in your translation.
