I believe the wording on the stamp reflects that fact that in 1951 Mozambique was declared an overseas province of Portugal (but in practice was still a colony).
It continued to be a colony and declared a province in 1951, as mentioned above, but it was really the same thing, owned by Portugal. In 1974, with the democratic revolution, it gained its independence.
Whether the stamp is issued to commemorate that or not, I'm not sure. I don't have any catalogue of Portuguese colonies, nor could I find anything (not easy finding information on the net about their stamps).
