They were issued during the Allied Occupation in Germany, September 1947. The stamps themselves are quite common. Found two of those sheets on offer on ebay, one with a starting bid of 1 euro, and one with a starting bid of $ 14.99. The latter appears to be a bit much, since the value according to my Michel catalogue is only about 7 euros.
