I see you added the front now. The postmark has August 11, 1941 so before Pearl Harbour. I wonder if mail was still censored to the US from Canada after the Americans became Allies?
Covers to and from Canada were censored, though not always, throughout the entire war even after Pearl Harbor. The main concern was mail falling to enemy hands and the powers that be at the time made it their job to make sure that no pertinent war time information was the content of any given letter.
The label used on the back of your cover is quite interesting and and by itself would be a desireable addition to any cinderella collection, let alone on cover.
Yes, there were a number of these stations throughout WW2 on both the West and East coasts. It is now a known fact that some German submarines did get part way up the St.Lawrence River. Also have heard reports where subs also could see the lights of New York City etc.
Parts of the Western coast were shelled by Japanese subs and ships too but this was not reported because the authorities did not want to spread panic among the population.
