Here is an image of a stamp designed after a mural painting in the ordination hall of Wat Suwandararam, Ayutthaya, depicting King Naresuan the Great on elephant back defeating Min Chit Swa, the Crown Prince of Burma, on January 25, 1592 at Nong Sarai field in Suphan Buri, printed by lithogravure, and issued by Thailand on January 18, 1992 to commemorate the 400th anniversary of this legendary duel, Scott No. 1437.

Leng Those are not black spots, they are holes punched on stamps, it appears black as a black background was used for scaning.
These holes are a system to denote proof stamps.
Yes these stamps are issued to celebrate 400th birthday of King Naresuan

It is also called 'Ardha-Matanga', meaning "elephant of the clouds"; 'Naga-malla', meaning "the fighting elephant"; and 'Arkasodara', meaning "brother of the sun". 'Abharamu' is the elephant wife of Airavata. Airavata has four tusks and seven trunks and is spotless white. It is known as Airavat(#3216;#3248;#3262;#3253;#3236;)in Kannada,Airavatam in Tamil, Telugu and Erawan in Thai.
