3 questions:
1)Is this stamp more valuable in a pair like this ,or does it matter?
2)what happened with the perfs on this?
3)Is this a retouched die? (C191a)

The other stamp perfs in this series look normal.

The pins on the perforator were overdue for sharpening or replacement - not an uncommon problem around the world.

Hi Gord,

Answer to 1:
I would keep it as a pair just for the watermark. More of the watermark will show up, which could be helpful, especially with watermark 279.

Answer to 2:
I totally agree with tonymacg.

Answer to 3:
The area to the right of 'Mexico" on the unretouched die shows very lightly, as well as the lines in the sky. The stamps you show have a very distinct heavy shading and it looks like the lines in the sky are more distinct. Based on your picture I would say that it is C191a. However, check the watermark and perf as it may be from a later issue date, C222C.
