I have seen numerous examples from a variety of countries. I think they make some for collectors. Its a good way to generate additional funds.

Progressive colour proofs, as Russ said, are made mostly as souvenirs for collectors. I would not begrudge the charities the extra revenue it brings.

Mostly they are not expensive. The lot below I picked up for $3, many are less expensive.

USA TB Christmas Seals in Progressive colour Proof sets of 7 stages cost between $1-$3 each. Most are a dollar. They make for an attractive display whilst helping a good cause.
