Is this some sort of a perfin on the pictured stamps? I have never encountered it before, so thought I'd ask. Thanks.

A perfin would have letters made of perforation. For this issue Scott say they use perforation in the design to resemble snowflakes.

Thanks. I never knew that about this issue. My WW catalog predates the issue so I wasn't able to look it up myself. (I learn something new all the time on SCF!)

These "December Stamps" from the Netherlands represent quite the discount for domestic postage. The normal rate in 2009 was €0.44 for a 20g letter or €0.88 for a 50g letter. In December, you could use the December Stamps to send a 50g letter for only €0.34.
