ok, another Belgium question (guess what country I worked on all day)

I have a LOT of these square printed Precanceles? the dates just keep on going for a lot of the stamps.

question is what do the top and bottom line mean, I originally thought the top line was the precancel year, now I'm not sure as I'm finging the bottom lines to be different on some.

The stamp was in use between those dates. Found that in this article.

Ok, great info, I understand now top is a from, bottom is a too year bracket time frame of usable as postage.

any idea how many city's did this? I was going to create a page in my Scoot International for pre-cancels, but I'm not sure how to even set it up with my limited collection

I always assumed that these markings indicate Official Mail. Confirmation anyone?
