Flourescent Markings On Canadian Mail

Can someone give me the details behind these red fluorescent
postal markings on Canadian mail for the last few years.
I realize they are there for sorting purposes, but why bars in front
and back ?

Since they are sometimes dated a day or two later than the postmark
its' obviously not applied at that time, therefore at what point
in the mail stream are they imprinted ?

What is the meaning of the letter after the date?

Any Postal employees here?
