Heeelllp ! I went blurry eyed last night trying to identify the overprints on Scott 422 especially the green and black print ! I am certain someone here has the answer !!

I assume you meant to type #423, since #422 is the 1c orange.

Also, I assume that you have verified it is unwatermarked.

LEFT STAMP: Republic of China #616(1945)
RIGHT STAMP: Taiwan #14(1947), see the section after the military stamps for Republic of China

Both mint stamps are priced at the catalog minimum of 20c in the 2010 Scott.

Aiiieeee ! yes I was so bleary I meant 423 not 422...you have a great eye...i missed that green surcharge blurb all together...i was not worried about catalog value I just wanted to put them somewhere near the right place for them...Thankee KHJ !!

I agree, the green surcharge is extremely difficult to see/read. A lot of times, all that effort only to find out they are minimum catalog value. Glad you aren't disappointed. Great attitude! I admit, I fall short in that area. However...

...had the left stamp been watermarked and NOT have that green surcharge, it would have been #9N72, which catalogs at $125! I've seen a few of these misIDed and offered for sale as #9N72 because the seller didn't check for a watermark and didn't notice the green surcharge.
