I need some help here. The cover itself is pretty straight forward but I have never run across the particular format used here and do not have a clue as to its purpose.
It is an OHMS registered cover. The preprinted envelope is some sort of reinforced paper which cannot be torn. The originating Department is the Comptroller of Currency but I cannot make out the stamped signature in the upper right corner. All the "Free" cancels are the same, and there is a single Edmonton backstamp.
What I have never seen before on a Canadian cover are the 4 seals on the back. I have seen seals on other foreign registered covers.
Can anyone please shed some light on what is going on here? Why the seals? What would this have been used for? Was it some form of double registered cover?
