I just got an email from a friend in Tuvalu, it is actually available at the Philatelic Bureau for face value, $3 Australian, postage free. He will send me one on cover.
Someone is trying to sell one on ebay for $18.00 !
Perhaps they could use some light blue glow-in-the-dark ink to cancel it with? Talk to Bhutan on special stuff like that probably, ha. Can you cancel something with that White-out type remover stuff?
