This stamp is Belgium parcel post Q174 $0.90 used in scott 2007.In the overprint there is a stylized C for colis postal (in French) and a stylized P for postcollo (in Flemish or in Dutch) . These words mean postal parcel in English or parcel post

First time for moi, as well,
attractive opt, typical pride of workmanship
even for an overprint.

Colis Postal on a Belgian dedicated issue,
illustrating a dual use
Postal CDS and Railway rectagonal postmarks.

"colis postal" can be found on Italian stamps as well.

I have this Colis Postal Majoration ("parcel post increase")example. I understand similar wording appears on French and Italian stamp, but in these cases the country name is also included. Am I safe in assuming this is Belgian, simply because the country name is missing?

Thanks, Nigelc! I had a suspicion, one site had a description of a French 5c balck stamp, which I think is this one. Elsewhere, though, I read that only the Belgian ones had the country name omitted.
Thanks for clearing that up!
Good news, it will fit in my French collection nicely!
