Guess. Poor stamp husbandry, I cannot recall exactly, but have seen similar crinkly stamps in kiloware. These little bits of paper suffer amazing abuse in transit sometimes.
That particular stamp is normally well behaved during soaking. May have undergone some extreme conditions while still moist, like maybe was ironed and got stuck on the hot surface? Not that I would know about such foolhardy deeds, of course.
