I believe these are labels produced by the dealer named Kasamir (sp) Bileski . On occasion when Canada Post was on strike, he would continue business from his US location and use these labels.
From what I have heard, there are a number of these labels of different designs produced by this dealer.
Here is label on cover. Apparently air mail headed for certain US destinations went this route. Notice the US address and stamp . I posted this awhile back and there was a good explination I'll look for.
