Hi all

When I snagged these on ebay, I didn't realize they were not postage. The engraving is great, so I am still happy to have them. But I'd like to know more about them.

Does that mean they were issued for official mail, like the ones issued in the USA?

They were not in use,
as the assemblies already had free franking benefits.

Scott Classic and Yvert Classique both list them under officials. Scott has a conservative listing policy, so the editors must feel they had some validity, at some point.

You see them described as valid for members of parliament. (Service des deputes in Yvert.)

Regardless, they are nice.

Last night before bed I did a quick check and sure enough, they are SPAIN #O12-19, worth about $1 each unused.

But why would they be printed if they didn't need to be used? And why are used prices listed with no premium carried for official use, like with some US ones?
