I bought that many years ago while in France. I don't recall how much I paid for it.

Looks like it was issued in 1989, possibly to commemorate the end of Miterand's term as the French Presidency of the European Community.

Any additional information on the above would be greatly appreciate. Furthermore, what is the estimated value of this pane?
