Costa Rica Tax Stamp ?? Please Help??

I'm not sure if this is pre-1940 but I think so and I think it is a tax stamp. I can't find it in my Scott catalog. Can someone please help identify this stamp. Thanks as always - jeff

I can't give you a Scott number, but it started out life as a fiscal stamp. However the overprint Correos turned it into a postage stamp. It looks to be SG20 (1887)according to SOTW.

It looks to me to be scott # 23 from 1889.
