Judging by the text, this is a private overprint, so it's not likely to be listed in Scott. I don't even think Michel lists it.

The text reads "Greater Bavaria Stamp Dealer's Meeting, 5-9 July 1923, in Nuremburg.

I believe this is a private overprint post inflation period, when the base stamp, like many inflation issues, was little more than scrap paper and, in this and some similar cases, was used as cheap advertising. I would classify as a cinderella.
