Hello, In digging through some things tonight I came across this. I have no idea what it is. It looks like a sample stamp from malagasy.It looiks like a very, very thin stamp that has been adhered to this card but really can't tell if that is the case. It may just be part of the design. It is for the commission on the status of women.Thank you again

Further,
and I am not sure actually as how to describe it,
but in the 1970's, especially with the "dune" stamps
(labels of dubious origin from the trucial states)
Souvenir sheets were produced in their thousands
to fill cheap stamp packets.

Their format is very similar to yours.

The only thing is, I am not sure if the Malagasy
sheets were of a better marque, were accepted for
genuine postage, I think not.
But they are, generally speaking of a better quality.

Malagasy is sort of an enigmatic source for me.
