Hello everybody, I looked at the Scott catalog for a good 45 minutes and cannot find this stamp. It has the same design as the 1898-1899 Official O3. I do not see this surcharge nor a listing for a 5c over a 4c. I tried the SCF search engine and have come up with no answer. I hope I haven't just overlooked it in my search. Olease help to identify ir. many thanks David

Your stamp shows up in the Forbin catalogue as Ecuador #108, which means it was considered a revenue at that time. Scott doesn't list it as a postage stamp, but a specialized catalogue for Ecuador would be helpful, and might shed light on it. (I don't have such a thing.) |

I believe it to be postal fiscal 1900 SGF70 5c on 4c orange minimal CV but a great cover indeed, love it! PS great thread heading  The postmark Guayaquil is rather interesting during a fire in 1902 large quantities of stamps were nicked from govt stores. most of stocks were revenues so prov auth were instructed to apply special control marks (see gibbobs catalogue) |

Maybe Scott does David, somewhere back of book or after the general listings then listed as postal fiscals, I am not au-fait with Scott, I have the CDRom but never use it.

Scott doesn't generally list revenue stamps, other than U.S. issues. When the editors think they have evidence of valid postal use of revenue stamps, then they will (might?) list the stamp. Scott's editors just aren't consistent enough in their practices to draw a firm conclusion about postal usage of any unlisted stamp.
Yours certainly appears to the untrained eye to be a postal usage, but beyond that, more specialized information would seem to be necessary to know if it was common, uncommon, or a mistake. |

Hi I looked in my Minkus and Scott and could not find the revenue overprint. I am pretty sure it is listed by Scott as I have seen it before. I'll have to look in my material. Rodney: The overprint is not one of the fire control marks. I do not believe that it is an official. Also the design for Scott O3 is the issue of 1881 overprinted Oficial on a slant from bottom left to upper right. That official was issued in 1896 and was a 5c blue (SG O20-O25). Note the fiscal stamp is dated 1899-1900.
As far as I know Ecuador official stamps have Oficial overprinted in some manner on the stamp. If I am wrong I would like to see some documentation showing it as an official. That way I can learn something new, no one knows everything.
If you have a SG that has South America in it there is a good depiction of the Fire Control Marks after Ecuador SG212 (it may be only in the specialized part 20).
Meanwhile, I am still digging as this intrigues me. As I said I think I have seen it before. If I find something I'll post back.

Rodney, I have to apologize to you  . I did not read your post close enough. I totally forgot about that SG section. In my 1989 Part 20 the stamp is SG F69 5c on 4c. F70 is a 10c on 5c on 50c dull purple. The Fiscal stamps are not Official stamps. They were overprinted for use as regular postage. Jerry B (now happy camper) |

If you are going to specialize in Latin America then SG Part 20 (South America) and SG Part 15 (Central America) catalogs are a good addition to Scott. If a single Latin country, most countries have specialized catalogs (mostly written in Spanish).

Rodney, Point well taken. I had a friend (expert on Colombia) who plated a Colombian lithographed issue. I have a copy of a stamp where one of the value tablets is inverted. I showed it to him and the final theory was that there was another unknown lithograph stone. So it is not too hard to stump an expert. Again thanks for the reminder of the SG section. Jerry B  |
