Young people dancing around a flag and (inset) portrait of Crown Prince Birendra, printed by photogravure, and issued by Nepal on December 28, 1968 to commemorate the 23rd birthday of the prince (and later King of Nepal, 1945-2001), which was celebrated as a Youth Festival, Scott No. 215. Mystery: This star-in-a-circle flag does not resemble Nepal's national flag, so what does it in fact represent?

Changed slightly from 1968 but my best guess is it is the Flag of the revolutionary Youth Movement, still strong today.

I searched scores of internal Nepalese flags without luck until I saw the 'Youth Movement' mentioned in a description of the stamp issue.

This looks like to be a slightly different version of the Civil Flag of Venice that could have changed over time from similar historical Flags of centuries past.
It shows the winged Lion of St.Mark and a Book.

WWI Poster stamp. The confusing bit here is the Winged Lion is facing the 6 tails but in all the Flags I have seen he is definitely facing away from them ! Bit more researching necessary ?

Londonbus1 - Re the Nepal stamp, I believe you've got it right! Thanks for doing the extra research.
