I am interrested mainly in Hungary pre 1900, so basically the rest of my collection is trading material. Here is a Norway set (guess it`s Scott 59-61) sooner or later will be traded (or sold, if won`t find anything for trade). No cert,perfs seeming short for me, hinge remnant, pencil(?) mark on the back, not perfectly centered. I`m interrested in your oppinion: should I value this at 25% procent of CV in case of a trade (in exchange for a Hungarian stamp)?

I don't know much about Norwegian stamps, but unless they are rare I wouldn't give more then 25%, because of the reasons you mentioned. They would only count as a spacefiller or study material.
Also my opinion: the cancelation on the stamp might raise or lower the value of the stamp.

I like cancels and these are nice for a calendar collector just because of the dates I should think. I do not know enough about Norway to comment on the place name rarity value though.

Even with the centering (if that is an issue on these early stamps?) I think they present well as a group.
