Japan, late 19th, early 20th century. Sorry I don't have a J catalogue to give more info. But I'm sure someone does.

This is the 2 sen green from the 1914 set, Stanley Gibbons catalogue number is SG170, only minimum value for the basic stamp.
I don't have any specialised Japanese catalogues so don't know any perf or watermark variations. Hope this helps.

marko1959, If you see the symbolic flower like the one above, Chrysanthemum, it will be Japanese!

Depending on if its on plain paper or granite paper, it could be Scott #118 (value 85 cents)plain paper/ no watermark or #130 (value 20 cents) granite paper/ watermark 141 zigzag lines.
Those prices are from the 2007 Scotts.

Another way I use to identify Japanese stamps is the symbol that looks like an '8'. Easily spotted when rifling through a heap.

These stamps were considered the "Third Change" (I9I3-I926)

The commencement of the reign of the Emperor Taisyo after the demise of the Emperor
Meizi in 1912 was deemed to be a good opportunity for issuing new stamps. Furthermore,
some 20 years had elapsed since a general alteration of stamp designs was made in 1899,
and the designs were becoming old-fashioned. It was thus decided to change the designs
of all the regular stamps. On August 31, 1913, two new stamps were issued:
The 1.5, and 3 Sen.

On October 31st the balance of the set were issued
including your stamp , (depending on wmk)
the 2 sen Green (R99)
(Regular issue unwatermarked paper )

If wmked should be similar to number 1



The design of this set has 3 designs, from designs submitted by
the public.
All 3 designs were from the same designer, geometric design
sprinkled with cherry blossoms.

These designs continued for 20 years.
