The condition is mint, and appears to be sound, although I can't see all the teeth clearly and there may be a couple of very small minor tone spots (hard to tell without a black background to improve contrast). I cannot see back of stamp, so it is up to you to determine if never hinged. The grade is VF.
In the 2011 Scott catalog, the stamp is China(ROC) #768(1947) and valued at 25c for mint never hinged.

A very nice selection. The great majority of those inflation era surcharges are fairly common. However, every once in awhile someone runs into a premium stamp. I see one regional overprint in your pic; the rest look like inflation era surcharges.
