I have come across these in an old album, but cannot identify them. I am guessing that since at the top it says "Timbre Municipal" that they are official stamps. Any help is greatly appreciated!
Forbin lists many issues of these municipal revenues, basically one for each year starting in 1897, and across a handful of different designs similar to yours.
It seems that every several years a new design is implemented, and then yearly overprints follow. Forbin is from 1915, and this design isn't specifically pictured, so the design may fall between 1915 and 1918. (I stress "may".)
If I'm translating properly, it seems that a name or monogram for the city of use would be applied at some point.
Most years the values seem to encompass yours and then continue on for a few to several more values, generally topping out at (variously) 25 pesos, 50 pesos or 100 pesos, depending on the year. So I would assume you have a short set through the peso value. Just a guess.
I went to a talk at my local club and one subject was El Salvador. It was a very interesting topic and I seem to recall certain issues had the overprint changed every year which is a nightmare for collectors.
