I'm just curious why they used a paper like this ( see picture ).
It is so fragile.
Was there a lack of material or ?
I have other similar serbian stamps,
but they look more the usual way regarding the paper.

It is indeed a Serbian stamp, issued in 1920 when Serbia was part of the Kingdom of Serbs, Croats and Slovenes which later became Yugoslavia. There were lots of printings of these stamps, some much better printed than others. I'd guess you're right about there being a shortage of paper. I expect 1920 was a pretty hard time for many people in Belgrade.

i guess there was everything around that time in europe Serbia included famine, starvation.
After the so calledd Great war as they used to call it WW1.

Its nice stamp. There are two different series of these stamps. First one is from 1918 on finer paper and yours is from 1920 on low quality paper but even in that serial of stamps you have subtypes on different paper and perforation. In these second serial from 1920 I only miss 5 din denomination stamp to complete it.
By the way, it is true that after WW1 was hard time for many people not just in Serbia but in many parts of Balkan. There are determinations that Serbia lost 58% of male population in WW1. That is horrifying fact.
