It's indeed a 1943 Italian WWII cinderella with the portarit of king Vittorio Emmanuel II, the fascist symbol on the upper left and the text in Italian.
It's also an official cinderella, as it was printed by the "Instituto Poligrafico dello Stato" (Rome).

Welcome then, to SCF

By the way,
for your studies, you can include from the inscription

XX1-XX11 EF =

Royal Army.
1943 21-22 E.F. (1943 - years 21 to 22, Fascist Era)

Brian,
if you want SCF "Librarian" status
you may consider changing your thread title to something like

Italy : Regio Esercito label.

So other students can search and locate your stamp and its background.

sorry for butting in, this one has to be a cinderella...i could find nothing on it..even checked the Michel for Germany..the overprint looks Germanic ! the stamp of course is authentic..i am saying the overprint makes it a cinderella...

I wouldn't call it "a cinderella", but an "unofficial commemorative"; or at least "a commemorative with uncertain legality".
Who knows, perhaps the very feldmarschal gave the order of overprinting the available stamps to commemorate his victory...If so, as he was in charge, it's a full right commemorative.
